As per 申 (Type 1 Phonetic) (stretch) + 人 person → person stretching an object in extending it forward → stretch; extend; lengthen → grow long/tall; let grow; develop; increase; straighten (out); spread. Also, free and easy and comfortable (← relax ← stretch), go up (← increase), be flattened (← spread smooth) → be exhausted (← lie flat in exhaustion). 伸 was devised to replace 申 after the latter underwent its transformation of meanings.
